Why are animals being abused in political rallies?

What happened: On March 29, lawyer, Muhamamd Ahmed Pansota took to his Twitter account where he shared a video, that is said to be from a PML-N rally by Abzuar Salman Khan Niazi, in which a lioness is brought and is then being dragged upwards by alleged party workers. Details: According to Barrister Pansota, there are laws on the subject, but there is ‘zero enforcement’ on the government’s part, “Sad state of affairs.” On the other hand, Niazi gave reference to the law that is being violated, “This is a patent violation of Prevention of Cruelty to Animals Act, 1890 and jurisprudence/law settled by superior courts w.r.t welfare of animals.” Previously: On March 26, Barrister Pansota also shared a picture of a designer shop in Lahore which had a stuffed lion on display. The lawyer inquired why do people need stuffed extinct animals to promote businesses? He further insisted to not normalise killing of animals in general and such rare species ‘in particular.’
