Most populous state in India is proposing a two-child policy

What happened: Uttar Pradesh (UP), the most populous state in India, has proposed a two-child legislation that seeks to restrict couples from having more than two children. The population density in this state is more than double the national average while the per capita income in UP is less than half the national average. As per the bill the reason behind this proposal is “limited ecological and economic resources at hand, it is necessary and urgent that the provision of the basic necessities of human life are accessible to all citizen” Details: The bill proposes that couples with more than two children will not be eligible for government benefits/subsidies and state jobs. It also includes incentives like soft loans for construction or house purchases and rebates on utility bills and property taxes for two-child couples if one of them opts for voluntary sterilisation. The draft law is for now open for public comments till July and will need to be ratified by state lawmakers. Uttar Pradesh is governed by a Hindu hardliner Yogi Adityanath and Muslims also make up a big chunk of the state’s population. A similar bill was proposed in the state of Assam last month.
